What is the Information Authority's view on MIS Suppliers charging for software changes required for processing ILR data under the Single ILR specification, which is a statuator requirement for providers to undertake? Should the software suppliers be quoting the IA as authority to levy such charges to providers?

Well I suppose if the SFA are insisting that you use the ER model, then it would be best that you ask them how they want you to claim it.
I knew lumping everything togehter wouldn't work, there is just a natural inclination to keep their fingers in the pie!

Logically, doesn't it have to be Classed Based Provision because these people are not in employment so how can you deliver Employer Based Provision?
We are using LR and are beginning to deliver units (where they are funded on LARA) which may be outside our approved units for the Unit Funding Trial.

It is my understanding that the YPLA have stated that they will treat such learners as fully funded and they take this into account in your allocation for 19-24 SLDD. In the IA Latest News item in February (http://www.theia.org.uk/News/LatestNews/201112-ethnicity-census.htm) and in the ILR Specification it was suggested that a mapping sheet would be made available. Where is this?

Just the same as any other qualification split across more than one academic year; on the proportion of days in each year. The funding is only for the qualification aims and not the programme aim. So you could have a programme aim over 2 years but some aims all within the same [...]

There appears to be a discrepancy between the Single ILR specification for element Funding Model and the Flat file A10 codes. The Single ILR spec shows code 46 no longer in use, but the flat file specification (version 3) shows it still in use. Which is right?

Louise, I'm afraid you will just have to look up the aim on the SFA Spreadsheet of qualifications approved for funding for 2011/12.
If it's on there at least you know the SFA will fund it. We have assumed the same SLN rate as for this year and then applied the new funding [...]

The statement to that effect is in http://www.thedataservice.org.uk/News/Learning+Aim+Database+to+be+replaced.htm and reads:
"The Data Service is currently looking into the possibility that funding and validity information for 2011/12 will be made available on the LAD website in April 2011"
This probably doesn't mean that the LAD will have this data, but it may be on the [...]

To work out formulaic ALS value for a learning aim:
Multiply the ALS rate (£356.28) by the SLN value of the aim. So if the aim has an ALS value of 150 GLH, which is 0.3333 SLN (150/450), so the ALS rate for a learner on that aim would be 356.28 * 0.3333 = [...]

At the top of your LIS Funding Claim report you will see a value for the ALS funding rate per SLN, one for 16-18 and one for Adult. This was derived from your allocation of ALS and your allocation of SLNs for the year, i.e.
