    Hi Judith,

Funding for 12/13 for both ER and LR will be the same as for 11/12, i.e. for ER the 25% achievement will apply for LR the provider factor will apply. For 13/14 then there will be a 20% achievement for both ER and LR.

I suspect you are confused by the proposed Outcome [...]

What is the Information Authority's view on MIS Suppliers charging for software changes required for processing ILR data under the Single ILR specification, which is a statuator requirement for providers to undertake? Should the software suppliers be quoting the IA as authority to levy such charges to providers?

    Hi Mike,

Have you got chapter and verse on this? We are going back in to direct funding for next year so I am rather interested in this. I gather that HEFCE won't be doing any training sessions for data returns until the early autumn – right in the very busy time of [...]

Well I suppose if the SFA are insisting that you use the ER model, then it would be best that you ask them how they want you to claim it.

I knew lumping everything togehter wouldn't work, there is just a natural inclination to keep their fingers in the pie!

Logically, doesn't it have to be Classed Based Provision because these people are not in employment so how can you deliver Employer Based Provision?

We are using LR and are beginning to deliver units (where they are funded on LARA) which may be outside our approved units for the Unit Funding Trial.

I may be missing something here but so far the LRS has been of little benefit to us, with the exception of our OLS contract, because school leaver GCSE results are not in the LRS at the time we need them – a few days after GCSE results day. As for Adults, again very [...]

Re Employment Outcomes; for how long after the end of a course should we pursue learners to find out if they have secured employment; 2 months, 6 months, 12 months? What incentive is their for the learner to let us know that they have secured a job? Is there any indication as [...]

You should use the first set of values for all aims that were intended as part of their programme when the first enrolled. So the Functional Skill in the second year would still be funded at 16-18 rate if the intention was to delay the functional skill until the second year. Same goes [...]

We have always included the main NVQ aim, and indeed all supporting aims, in all returns while the learner is still active within the funding year. Where the main NVQ was achieved say last July, but a key skill is outstanding then we would set the NVQ to complete and the key skill to [...]

I'm not sure I follow what the last 4 bullet points are about. If additional employment status monitoring data is required how is that a reduction in bureaucracy? What do you mean by recording separately and deriving from other data collected?

Will employment data be required for those on Full Cost provision? Since [...]

    Hi Adam,

It is my understanding that the YPLA have stated that they will treat such learners as fully funded and they take this into account in your allocation for 19-24 SLDD. Because the YPLA aren't interested in reconciling in year funds they are probably not interested in how much you have generated. [...]

In the IA Latest News item in February (http://www.theia.org.uk/News/LatestNews/201112-ethnicity-census.htm) and in the ILR Specification it was suggested that a mapping sheet would be made available. Where is this?

Yes, you will only get the funding for the year that they attended. It's the same for soemthing like a 2 year Extended Diploma; the funding is claulated on the proportion of days in each year and depending on start and end days it generally works out at slighlty under 50% funding for [...]

Just the same as any other qualification split across more than one academic year; on the proportion of days in each year. The funding is only for the qualification aims and not the programme aim. So you could have a programme aim over 2 years but some aims all within the same [...]

OK, I see that, but the notes in the Single ILR spec state that code 46 should be replaced by code 45. If this is done in an MIS system that will initially produce flat files then the LIS will not be able to convert it. Then when the switchover is made [...]

There appears to be a discrepancy between the Single ILR specification for element Funding Model and the Flat file A10 codes. The Single ILR spec shows code 46 no longer in use, but the flat file specification (version 3) shows it still in use. Which is right?

Thanks Sean, I didn't associate Hardship with Bursary – silly me!

There isn't anything in the ILR to indicate why we have given the hardship/bursary just what we have given it for. So basically we have to write our own tracking systems to manage the requests, assess and record the outcome and generally keep [...]

    31. Providers should have administrative procedures that record bursary
applications and awards (including the number, value, purpose, whether
awarded or not, and brief justification). The YPLA will request management
information (MI) to support its monitoring of the 16-19 Bursary Fund. Colleges

Louise, I'm afraid you will just have to look up the aim on the SFA Spreadsheet of qualifications approved for funding for 2011/12.

    http://skillsfundingagency.bis.gov.uk/publications/latest/Detail.htm?id=e0764513-8a26-4473-b569-f48a91124bd2

If it's on there at least you know the SFA will fund it. We have assumed the same SLN rate as for this year and then applied the new funding [...]

    Hi Mike,

The statement to that effect is in http://www.thedataservice.org.uk/News/Learning+Aim+Database+to+be+replaced.htm and reads:

"The Data Service is currently looking into the possibility that funding and validity information for 2011/12 will be made available on the LAD website in April 2011"

This probably doesn't mean that the LAD will have this data, but it may be on the [...]

Isn't it more the case that such learners would never be able to progress to level 2 until they have achieved Entry and Level 1, i.e. they would not be able to go straight on to a level 2 aim.

To work out formulaic ALS value for a learning aim:

Multiply the ALS rate (£356.28) by the SLN value of the aim. So if the aim has an ALS value of 150 GLH, which is 0.3333 SLN (150/450), so the ALS rate for a learner on that aim would be 356.28 * 0.3333 = [...]

    Hi Jacqui,

At the top of your LIS Funding Claim report you will see a value for the ALS funding rate per SLN, one for 16-18 and one for Adult. This was derived from your allocation of ALS and your allocation of SLNs for the year, i.e.

Total ALS Allocation for 16-18 or Adult [...]
