In the ‘old’ days the reduction for 19+ covered 2 issues, a reduced cost of delivery and an employer’s contribution. More recently the contribution was based on the logic that on average all learners should have access to the full resources for the qualification so the employer’s contribution made up the difference between the [...]

stewartsegal posted on the forum topic ILR Change Request 8 – Improving the availability and collection of data on the economic activity st in the group Data Issues: 5 months, 3 weeks ago
I do not know which data is currently collected but the proposals do not look like it will 'rationalise and improve' data collection. I understand the worthy cause of collecting data to support the need to create an evidence base for future policy and it perhaps some of our natural cynicism that makes providers [...]

Sandra's comment makes the point I was trying to make ie that the faulty data returns system is bad enough but when they use that data to change contracts that's when it creates huge amounts of time and effort to try and unravel it. The solution would be to widen the tolerances for the [...]

I am not sure if anyone will be brave enough to postpone data collection but there is a reconciliation at the end of Q1 for 16-18 apprenticeships for colleges and for independent providers for all their provision. The SFA will use this data to change contracts. Can we assume that the SFA will [...]

stewartsegal posted on the forum topic Apprenticehips – Self Employed in the group Data Issues: 1 year ago
It would be interesting to see what the new act says abouit being self employed. It seems crazy in these 'modern times' to exclude a group of people because of their chosen employment structure. I wonder if the guidance has ever been questioned? I understand the need to ensure all apprentices are [...]

stewartsegal posted on the forum topic Official Learning Start Date in the group Data Issues: 1 year ago
I think this is the important bit of the guidance on start dates.
'For funding purposes a ‘start’ is defined as a structured learning activity that leads to the qualification being followed. Assessment, induction and writing of Individual Learning Plans are, in this context, not seen as learning'.This has always been a contentious issue for [...]

A couple of providers have been told that there is no TtG carry over in 2011/12. I understand that there are no new starts in TtG in 2011/12 but obviously there will be some carry over. I cannot find a definitive statement to that effect but perhaps the confusion comes because they will not [...]

stewartsegal posted on the forum topic Aims with no funding in the group Data Issues: 1 year, 7 months ago
I am not surprised that more providers are not rasing the issue. I think it comes from the fact that most will be unaware of the extent of the issue, will be planning to upload data at the last minute and find they cant do it and the fact that even if they are [...]

With so many issues on the LAD what are the SFA going to do with their data standards? I had assumed that late notifications outside of the data standards would not be funded. Many providers will get 'caught' by the data standards if they are unable to register the learners because of LAD [...]

I do not begin to understand the specific issues behind a number of these discussions. What is clear is that like so many contract years there are issue around the availability of the informaton on the LAD and changes to data management that needs to be worked through. The difference this year is [...]

stewartsegal commented on the blog post Consultation – Timeliness of Employer Responsive Data 2 years ago
It is disappointing that there have been very few responses to this ‘consultation’. Perhaps that’s because it has been announced already by the SFA and providers are assuming it is a ‘done deal’. Perhaps they are right, but it would be nice to think that someone would consider these contributions and amend [...]

Everyone would support clearer guidelines on the submission of data. However we are moving from a position where data could be 15 months late to a situation where a provider with a start at the end of a month has as liitle as 4/5 weeks to get the learner on to the system. [...]

stewartsegal commented on the blog post Proposed Employer Contributions Collection 2 years, 4 months ago
On the positive side all providers must be grateful that we have moved away from the idea that we could collect information about employer contributions at learner level. The form is at least simple although to calculate the figures would be too complex to even contemplate. So what we are left with is [...]

stewartsegal posted on the forum topic QCF Curriculum madness ! in the group Data Issues: 2 years, 4 months ago
I think the issue of when old qualifications expire and new qualifications are live is a major issue for the QCF transition. Even if the new QCF qualifications are ready by August 1st there will be very little time for providers to breif learners and employers about the changes, provide suitable learning support and IAG [...]
