The new SFA 12/13 funding rules document explains changes in full/cofunding/unfunded eligibility for workplace learning in 12/13 (pages 83-84).
Paragraph 7 (page 10) states that eligibility is established at start and that this will not change for the duration of the learning aim.

Has anyone received guidance on how the funding mechanism will work for paying ALR/classroom learning within the Adult Skills Budget fo training providers in 11/12.
Out initial assumpition was that funding would work in the same was as LR; qualification rates calculated by applying the provider factor to national rates and paid in full at [...]

Guidance has been published by the IA on transferring learners where providers have entered new contracting arrangements for 11/12 as a result of MCL (see link below)
