I think it is clearly worth noting the LSC research from as recently as August 2009 “Investigation into Employer Contributions within the Employer Responsive Funding Model”.

I understand why this is politically important information to gather, but the critical quesiton is whether these figures would come with detailed and complex calculation guidance, and then be subject to audit? If they were, it would no doubt sprout a whole new data collection regime which sits outside the ILR, with plenty of grey [...]
