A random set of providers that have been included in the Agency's claim(s) are selected for the Article 13/16 visits. Of these, some of these are mainstream providers were the Agency has used their learners as ESF Match.
As Sandra has said, the auditors pick a sample of all the learners included in any given [...]

"Sandra's comment makes the point I was trying to make ie that the faulty data returns system is bad enough but when they use that data to change contracts that's when it creates huge amounts of time and effort to try and unravel it. The solution would be to widen the tolerances for the Q1 [...]

They can't be unemployed, unless they're 18+ and seeking work/getting JSA. Can't be in FTE either, as they've finished school, so they must be NEET.

"Will this be the same for Apps and T2G for 2011/12 as in 2010/11?"
Probably not, as T2G doesn't exist going forward.

"contact your Skills Funding Agency contract manager "
I don't want to be pedantic (!), but it should be your Account Manager, not the Contract Manager. And I'm going to take a wild guess and say that the Account Manager will refer you back to The Data Service….

moeszyslak posted on the forum topic Change request 32 – Move to single ILR return in the group 2011/12 ILR – Discussion Area: 1 year, 5 months ago
A follow-up question: How will a single return work for a small third-sector provider delivering only ESF? IE will they have to conform to using the full ILR, or will the short record still exist? I assume there will be a pre-input screen, and when the funding stream of ESF is entered, it [...]

Monthly if you want a monthly cash-flow!
I Sympathize with the S13 – I've logged the issue in the past, but it fell on deaf ears. Once the P12 has been re-set, don't complete it when you've sent your data, and it will stay open for ever.

sykdavet – to clarify, there's two levels of validation for ESF data. The first is the ILR/SR file validation (date fields have dates in them, coded fields have valid codes, mandatory fields aren't blank, etc, etc). Any records failing that stage show on the ILR Error Report on the OLDC site where you [...]

I'd like to see how thise would work with a college who have a small-ish ESF project, for example. Under this proposed changed, they've submitted their equivalent of the F05. Six months later, some issues are picked up on their ESF learners, and 3 records need to be changed. I'd bet a million [...]

The ILR validation rules spreadsheet says this is a warning message, not an error message, so you can ignore it.

Hi Cyrus,
Depends on the contract (s) you've been awarded. Priority 1 provision (working with the unemployed) will have a dossier number of 1 on the end, Priority 2 provision (working with employed people) will have a 2 on the end.
It'll be listed in your contract and you can check with your Account Manager at [...]

Hi Cyrus,
It's randomly assigned by the LSC/Skills Funding Agency. It will be detailed in your contract.
