martinwest posted on the forum topic MIS Systems in the group Data Issues:   2 days, 6 hours ago

    Hi Fran,

There are audit implications (duplication of learners) if you use more than one MI system to record and produce ILR returns and you also have an issue with duplication of cost however many providers have found advantages in using specific software for different cohorts of learners.
Most available MI software will cater for all learners [...]

martinwest posted on the forum topic Funding for the unemployed….. x 2 in the group Data Issues:   1 week, 4 days ago

    Hi,

Yes the unemployed could do more than one qualification (a programme) although the intention is that many will work towards credit achievement to prepare them for employment with further training. The reason for this is that this cohort may require approval to study as they must always be available to take up employment (as a [...]

I know the hot seat has now closed but it would have been nice to have a full answer to my questions and not the politically correct answer given that contained the usual ‘we are making every effort’, ‘working on detailed plans’, ‘will provide updates’ and ‘data quality reports as these become available’ all the [...]

martinwest posted on the forum topic Increases in SLN values in the group Data Issues:   1 week, 6 days ago

    Hi,
    From SFA guidance
As stage 1 of these changes we have changed the Standard Learner Number (SLN) values in LARA, the next stage is to align any differences in Programme Weighting Factors (PWF), these changes will be implemented in LARA next week. Where learning aims have a last date for new starts prior to the start [...]

    Hi,

One of the main concerns of Providers is the late availability of software and reporting which this year for the first time resulted in the cancelling of the first ILR return. Even a recent ILR Data Quality news update confirms at R10 that most of the reports are not available for providers to use and [...]

martinwest posted on the forum topic Release of LIScompanion software in the group Data Issues:   3 weeks, 2 days ago

    Hi Mark,
Well done, I have tested the LIScompanion but identified a problem where a division by zero error may be returned, this only effects less than 10% of providers who have no detailed breakdown of their provider factor (LRM) in the latest provider update.
If any provider gets a division by error after running a report [...]

martinwest posted on the forum topic Release of LIScompanion software in the group Data Issues:   3 weeks, 3 days ago

    Hi Caspar,
Providers have up to three months from the date of achievement in order to have evidence available for audit on achievement and this must be reported on the ILR in the funding year in which the learner completes learning. This has been the case for as long as I can remember and is the [...]

martinwest posted on the forum topic Help – what do you mean by LIS Exp – re-introduction of data collection ID in the group Data Issues:   3 weeks, 6 days ago

    Fazia,
Yes this was previously held in the file extention to identify the return (file extension – the collection), and we all knew what return the file was for.
This was changed as the other replies indicate in XML so the transmission number became the only way to identify in what return the file was made (if [...]

    Hi Becky,
This is explained in the funding guidance with a definition in the ILR specification.
There may be differences depending upon your provider type (college or training provider) and your contract (YPLA or SLA) and the learner cohort but in general classroom is a classroom and in practice I have found that it is not cost [...]

How do you think the information authority has done in making things better when considering its published aims for?

Establishing clear and stable data definitions – when a process of change has continued since the authority was established and is planned to do so into the foreseeable future.

Reduce bureaucracy – when the ILR is now more [...]

martinwest posted on the forum topic LIS ULN Verification in the group Data Service Software:   1 month, 3 weeks ago

    Hi,

The LIS output file should be input via the LRS portal only, as they say email is not secure enough for personal data.
‘VLD’ is valid at the start of the LIS output filename, for guidance on how to send and receive validation reports see:
    http://help.learningrecordsservice.org.uk/verifylearner/VLD-batch-submission/

    Hope this helps

martinwest commented on the blog post To verify or not to verify…   1 month, 3 weeks ago

    Hi Caspar,
Yes this is not an ILR issue but it is a ULN issue, code RC002 is returned by the LRS when a ULN is matched and this confirms & updates the record at LRS but this only takes place when the verification field is set. When it is not set the record at the [...]

I expect that it will be required in all aims to identify any change (links all aims for a pathway).

martinwest posted on the forum topic Learner Employment Status in the group Own Software Writers Group:   2 months ago

I think that the intention of the change next year was to make it simpler by combining the previous DBS, FDL and CES employment status into one employment status.
I expect that providers will have questions on their application/enrolment form to ascertain the learners current and previous employment status.
If these are the same then [...]

Guidance for Distance Learning is no longer included in the Adult Skills Budget Funding documentation as it was prior to 2011/12.
Does this omission together with the current definitions for Classroom and Workplace learning indicate that distance learning is no longer a valid method of delivery for ALR?
The ILR specifications does indicate in A18-Main delivery [...]

    Hi Steve,

If this is for ER Apprenticeships you should include in the ILR all learning aim records with the same Provider number A01, Learner reference number A03, Programme type A15 and sector framework code combination A26 even if the aims are not current.
This is not included in the ILR specifications or guidance but is included [...]

Oh don’t say they have may be simpler now, yes it had to be changed as no one really understood it (I apologise to those of you who did).
