I hope so, too.
The only very clear definition is for tagging Apprenticeship in the SFA addendum of Dec 2011 for "2011/12 Apprenticeship Funding Requirements" and the "Learning Delivery Monitoring Code" document where it clearly mentions about using 131 for NEET; also clearly defines who a NEET is as far as Apprenticeship is concerned.
