Is this intended as a fishing trip for 2010/11 to collect data to support funding rates changes for 2011/12 or a new funding rate / rule to be implemented in 2010/11.

I too am concerned by ‘in kind’, this will be and additional cost/staffing burden to collect and validate. It will have to be validated as we the providers will be responsible at audit.
