Hi Alison
I have a habit of being overly negative when talking about this subject, but I'm afraid its impossible not to despair at the current situation. Years and years of work by FE Colleges (and other providers) to get ULNs up and running with no tangible return. I assume you have seen this:

How on earth can anyone say the funding results in LIS are ‘indicative and do not represent actuals’?
When we send in final year funding claims, as we have just done a few days ago, we are required to attach to the claim the LIS Funding Claim Report and what we claim must match this report.

Current guidance makes no mention of a requirement to be on functional skills to claim entitlement.
