A 'B' file is a deletion file which will remove the learner record from the SFA systems. See L08 in the ILR manual. The B file only requires a learner dataset, as removing the learner removes the aims.

I think you should be able to submit a 'B' file for 10/11 and remove them, then as you say complete and achieve in 9/10.
