In the context of FL, which is the forum for these questions, the programme would be the FL programme, checked in the ILR in Field A15 and comprising elements of FS, Vocational and PSD based on the provider assessment of the learner.

I'd like to point learning providers to the further guidance and in particular the Funding Foundation Learning Worked Examples which you can download at http://www.ypla.gov.uk/aboutus/ourwork/funding/funding-foundation-learning/ The fifth worked example in particular will help to answer a number of queries that have been raised in this discussion.
