    Thanks John, you're quite right.
    The number of learners in row D of the Adult (19+) Learner Responsive Funding table was low because not all 19+ learners had fields A11 and A70 set to indicate that they were being funded by the Skills Funding Agency.
    Updating these fields has resolved the issue.

    We are having the same problem with the funding claim report from LIS.
    Most of the learners who are on a 16-18 learner responsive model (A10 = 21) but who are aged 19+ on the 31st August, do not appear in row D of the the Adult (19+) Learner Responsive Funding table as I would expect.

    My YPLA account manager told me that the Data Service is in discussion with the YPLA with a view to publishing guidance on 27th August on the Data Service website, so I'm holding off until then.

    I don't see any reason why both forms of consultation shouldn't be utilised – Survey monkey for those who prefer anonymity, a topic on FE connect for those who prefer dynamic dialogue.

    It should then be possible to compare both to gain a rounded view of the opinions of the sector.
