It is confirmed that there is carry over funding in the Skills for Sustainable Growth and Investing in Skills for Sustainable Growth FAQs document – page 14, 15.1 Train to Gain

A Functional Skills Q&A document published on 24/09/2010 stated that the functional skills qualifications accredited for use from 1 September 2010 will be accredited onto the NQF (and not the QCF). May be you need the NQF learning aims rather than the QCF aims.
