Validation rule A04_A14_A69_AD04_1 has been removed in LIS 18.02, which will be released soon.
A69 should be set to 99 for learners who started on a programme aged 16 – 18 but turned 19 during the programme.

Unfunded provision would not count towards the provider success rates.

Thanks for your comments.
The request is to collect data on Apprenticeship provision only. This is to allow NAS to have a more complete picture of Apprenticeship delivery as a whole.

Yes, NAS would like data to be returned for any Apprenticeship provision that is delivered, whether funded by the Skills Funding Agency or not, so these learners would be included.
We welcome your comments on this.

There does appear to be a conflict between the validation for fields A66 and A67 so we will work on a resolution for this issue. In the meantime, as you say, you will need to use code 98 in A67.
A66 must be completed for all ER learning aims (except the programme aim) [...]

Entitlement will be triggered at the point where the learner is registered on qualifications which have a total planned glh of 336 or more.
If this is not the case then the learner is not full time and is therefore not eligible for entitlement funding.

Validation rule A28_3 is a warning only.
For migration of data from 2009/10 to 2010/11, we are not migrating recordswhere the Learning planned end date (A28) is before 1 August 2007.

I think the example given in Data Management FAQ 9 would also apply in this situation:
"For example, if a teaching session had to be cancelled due to tutor absence, then the planned GLH would not need to be amended."

I am checking this with policy colleagues but my understanding is that Foundation Learning should be recorded as Progression Pathways in 2009/10 so the guidance in the Learner Responsive provider support manual for recording Progression Pathways would apply.

We have now published guidance on recording Foundation Learning in the ILR which is available on our website at http://www.theia.org.uk/downloads/ilrdocuments/201011_guidance.htm.
We will also be updating the ILR Specification for 2010/11 to include this guidance in Version 3 due to be published soon.

There are no plans at present to incorporate codings in the ILR to identify learners in the Skills Conditionality pilot as it should be possible to match ILR data to JCP data for this purpose.

No news as yet I'm afraid. The statement wording has been drafted but it's awaiting final approval. Sorry, I know it's frustrating but as soon as we have the go ahead we'll publish Appendix F.
