We have decided to go with updating source of funding but not contracting organisation – so we have source of funding 105-SFA and contracting org remains as it was before year start i.e YPxx
Which is at odds with Sharon's advice (and LIS) but the OLDC seems to like it…

Thanks Sharon – but this problem occurs for all the UKPRNs I manage so it seems like the OLDC has nothing in place to ensure funding for 16-18 learners who have turned 19 before August. Can somebody please clarify the changes needed when a learner has carried into the new academic year after turning 19 – so source of funding was oriignally set to 107-YPLA and contracting org set to a YP region code.
Guidance on the IA FAQs states that source of funding needs to be changed to 105-SFA [...] -

Providing you capture employment status prior to programme start and employment status as and when it changes (including the date) then you can derive employment status for any point during a learner's programme. Capturing it for the start of each learning aim (DBS) is just clumsy.

OK – now they've published the 2010/11 QSR methodology… had a quick look and it does seem that they won't count late achievers as success – and unlike ER timely success there doesn't appear to be a 90 day period of leniency.

Anyhow, provider MIS difficulties, case in hand, would seem a stronger argument for delaying the R04. -

Thanks Martin – I did take a look at the 2009/10 methodology and I'm 100% sure that FL will not be excluded from success rates. E2E was excluded because it wasn't aimed at delivering qualifications whereas FL is.

My own experience is that LIS works fine as far as data validation goes. We've supplied fully validated LR and ER data without problem but I do think that the current LIS is relaxing a lot of rules that in some future release may be re-enabled and come back to haunt us…

Some of our operations are trying to do last minute LR05 uploads – hard close deadline 6pm tonight but OLDC seems to be overloaded, can't logon and the service desk aren't answering the phone. I'm sure this has happened before – do they normally grant an extension in these circumstances?

I'm not sure that requesting postponement of the return is going to solve anything – the problem doesn't seem to lie with the return. Finally got round to merging two XML files – had to give each file a different transmission number as LIS beta refuses to let me add 2 files with the same name – but each file when validated in isolation has 0 errors and just one or two warnings about postcodes.

Unless I've really misunderstood everything an Intermediate Level has always been a code 3 even though Intermediate represents level 2 provision. And Advanced has always been a code 2 even though it represents level 3 provision. i.e. everything has always been completely backward.
I was just wondering/hoping that they might actually fix this.

I've just received the document "NAS-AccesstoApprenticeships-ILRreportingtechnicaldocument-29July2011.pdf" – it's guidance from the NAS explaining how to record an Access to Apprenticeship learner on the ILR….
The first line states that the Programme Type field will be recorded as code 1 'Intermediate Level Apprenticeship' or code 2 for Advanced….
