I've still not heard anything, and we also need confirmation on what to record in A11 – assuming it should be a code "106 – YPLA" now rather than a "107-YPLA (local authority funds)" as suggested in guidance.

Tony and Jackie I can confim you are right – at least according to last years LIS funding calculation specification. You need in excess of 336 planned glh in year per learner (recorded in ILR field A32) and a code 12 in field L28. LIS does sum the planned glh and will not allocate the [...]

I can apply the same rationale to Apprenticeships – the key question being would an unfunded learner count towards the provider's success rates?
If so then I think it's likely that the NAS will get a somewhat skewed picture of non funded provision as providers are hardly going to be motivated to report on any [...] -
