Is an adult who is a British citizen, but has only been 'ordinarily as resident' of the UK for 1 year eligible for SFA funding?

These paragraphs suggest no:

A person on the ‘relevant date’ who is ‘settled’ in the UK, and who has

LLDD (learners with learning difficuluties and disabilities) aged 19-24 are a bit of an oddity in that they are paid for by the YPLA but are funded through the adult funding model, and are subject to SFA eligibility rules.
