    Learning providers in the FE and training system are keen to see a process where they are systematically informed of a prospective learner’s achievement. This would reduce bureaucracy for learning providers and help them to ensure that prospective learners have appropriate offers.

    Is this something that the Learning Records Service could enable?

    A member of our software supplier group has raised this query:

    Over recent months the Awarding Bodies have met with MIS suppliers to discuss their proposals for a complete overhaul of the data requirements for examination entries and results. However, one aspect of the potential new world that cannot yet be incorporated is the use of the ULN as a mandatory identifier for candidates, this means that another identifier is having to be created. A (if not the) major reason for this failing is that the vast majority of schools have not been drawing down the allocated ULNs into all their student records and therefore the allocated ULNs are not then being used.

    What steps are being taken to mandate the school sector to draw down (and then use) all the ULNs that have been allocated to their students? (For example DfE making the ULN mandatory in the school sector Annual Census for students over 13). In effect the lack of such a DfE mandate is undermining the whole ULN project.

    Looking at Personal Learner Records, one question that I have never heard satisfactorily answered concerns the overlap between data supplied by colleges and data from the awarding bodies.

    At present it appears that our ILR data is being loaded and can be viewed in the PLR. Currently it looks like the PLR is showing our F04 data. Presumably when we submit F05 it will then be updated with final outcomes. However, if data is also being loaded from awarding bodies how will the two be reconciled? From both the student's and our point of view I would be much happier seeing the results that have come directly from the awarding body rather than rely on what has been submitted through ILRs (no offense intended to any college!).

    Will the award body data override ILR data? And will there be continual and TIMELY updates from awarding bodies to take into account re-marks, late results, etc?
