We will be transferring many of our ER learners due to Minimum Contract Levels but the data will remain in the original providers MI and continue to be batch exported from there over to the lead provider who will merge with their own batch (using LIS) – guidance states such learners should be flagged in the 2010/11 data with a code 18 in field L40 and flagged with a code 18 in the equivalent 2011/12 single ILR data. Unfortunately some of these learners will also have undertaken LR funding and therefore we have a problem… as the code 18 is held at learner level it is effectively flagging all their LR and ER provision as being transferred under MCL.
Surely the flagging should take place at programme aim level thereby enabling ER aims to be flagged in isolation?
