    The 2010/11 ILR specification seems to give the option to return Foundation Learning data in ER format as well as LR.
    I'm wondering if it will be open to the provider to choose which format they prefer. For us we would like to use the ER route as we would then no longer have to produce both ER and LR returns. But I'm also wondering how this may affect funding given that the ER format does not include fields such as L29, L31 learner support costs.

    I am checking this with policy colleagues but my understanding is that Foundation Learning should be recorded as Progression Pathways in 2009/10 so the guidance in the Learner Responsive provider support manual for recording Progression Pathways would apply.
