  • End Year Funding Claim Estimates (8 posts)

  • Avatar Image jonathan said 1 year, 6 months ago:

We used to send an End-Year Funding Claim Estimate, signed by the Principal, to the local LSC at the same time as the OLDC submission.

I can't find any guidance on this now that the LSC has gone. LSC Funding Guidance 4.3 saya that instructions will be given in the summer.

    Have I missed something?

    Hi Jonathan

I think Skills Funding Agency Guidance Note 5 will probably answer your query. It is available at:

    http://skillsfundingagency.bis.gov.uk/providers/allthelatest/guidancenotes/

    Thanks Anita.

This does not quite solve it. As a 6th Form College I understood that the signed paper return would be made the LEA.

But – I contacted our account manager at the LEA (who had transferrred from the Local LSC – so he knew what I was talking about). This was just before the Government's bombshell removing the LEA from the commisioning process. He said he did not know where the funding document should be sent.

I understood (Could I be wrong?) that the funding return for both streams would be sent to the same account manager.

Now the LEAs are out of the picture I do not know where to send this. If we were SFA funded rather than YPLA then we would be all right.

The guidance on the YPLA site only refers to 2010/11, and the proforma document has 2010/11 stamped all over it.

    I am lost.

    Wrong guidance.

The YPLA has taken over responsibility for funding LR as Jonathan states. So .. check their website and on http://www.ypla.gov.uk/aboutus/ourwork/guidance/funding/ about two thirds of the way down you will find the Workbook for 2009/10 Final Claim Returns which is an (old fashioned) excel spreadsheet.

On the last page of that, you will find the details of where to send your returns. This relates to SFA only.

You will also find the statement that "For year-end returns for Colleges and grant-in-aid providers the YPLA intend to use downloaded F04 data as provider year-end estimates. Most of these providers should not need to make any manual adjustments for 2009/10. All contract and HE institutions that do not return ILR data are required to return this workbook as their year-end estimate by 6 September 2010. This decision reflects that most grant-in-aid 16-18 providers do not face any reconciliation for their claims and F04 data should be a close match to their final claim total. Final signed claims will still be needed from all providers. by 22 November 2010. "

This is of course a perfectly obvious place to put such a notification and I am surprised that both Jonathan and (especially) Anita missed it. ;)

    Many thanks John,

I'm having a senior moment and did not work my way to the bottom of the funding guidance page.

I'm very glad to see correspondence taken in good humour on a public forum.

    Thanks, guys!

    Have a wonderful day!
