    Hi all,

    In the single ILR specification "Employment Status on First Day of Learning" (EmpStatType FDL) allows the "Employer Status Codes" (EmpStatCode) of "3 – Self Employed" and "7 – 14 – 19 Neet". The equivalent field in the old ILR format is L37. Now my understanding was that for 11/12 it should be possible to return the same information no matter whether you choose to submit XML returns or flat file returns (converted by the LIS). Unfortunately I can't see a way of representing the EmpStatCodes 3 or 7 in a flat file format return i.e. there doesn't appear to be an L37 value that maps to 3 or 7.

    So the question is am I missing something or do the information authority accept that it's not possible to collect this information for 11/12 if you go down the flat file route?

    Hi Colin

    There shouldn't be information that you can't record if you create a flat file. The mapping document on our website shows where each code in the flat file ILR sits in the XML version. You can download that at:

    There shouldn't be information that you can't record if you create a flat file but there are instances such as AimType where the mapping information does not cover code 2 for main programme aims.
    The simple answer is to lookup it up in LARA but then even the latest LIS Beta has a problem with this when converting a flat file to XML.

    I've had a look through the spreadsheet and as I suspected there is no reference to FDL3 or FDL7. Is there something missing from the spreadsheet or is there really no way of representing this information in the flat file?

    Sorry, having looked at this further and checked with my colleagues in the Data Specification team, you're right there is no way of representing those options in the flat file.

    I'm sure that we were originally told that all values that could go into the XML file could in some way be represented in the flat file format. Seeing as this is not the case, how do providers who produce flat file returns (to be converted by the LIS) proceed? i.e. should they not worry about collecting these values for 11/12?

    My understanding is that for 2011-12 those of us using Flat File submissions (converted to XML by LIS) need not worry about any of the fields that are present in XML but not in the Flat File format.
