As you are aware, we have been consulting the sector via Survey Monkey (http://www.surveymonkey.com/s/201112-change-request-19) regarding this change request. As of 12 August we received 22 responses (13 from colleges, four from local authorities, one each from an independent provider and an employer and three who skipped the question).

55% of the respondents did not consider L49 useful nor do they use the field. On this basis 77% of respondents would support its removal from the ILR. Around 82% felt that the new codes would increase your burden. Four respondents did not consider it an additional burden and thought ESOL would be a useful additional code on this field.

Comments include:

‘Whilst we can appreciate the current data might be insufficient for YPLA needs we share the concerns of the information authority about whether the proposed changes would be any more meaningful and whether the increased collection burden would be worth the effort from the providers’ perspective.’

‘At present, we use the data in L49 to inform the aggregate return, but there is a mismatch between the two requirements which is unhelpful for all. A large amount of data entry and then processing is involved in populating this field – we would welcome its removal.’
